Why a palm is its own job
A palm is not a tree with a crown that can be thinned. It comes off in fronds and sections from the top down.
Weight in the head
Fronds and seed heads carry real weight and drop hard, so the area underneath is cleared and roped before anything comes off.
Over a pool
Cocos palms get planted beside pools and then drop into them for thirty years. Lowering over water is slower and priced that way.
The trunk and the base
The trunk is cut down in sections. What is left can be ground out or cut flush, and the quote says which.

Can you just take the head off?
Cleaning up fronds and seed is its own job and is often enough. A palm that is dropping into a pool every week is usually the one that comes out.
Do palms need council approval?
It depends on the property. Vegetation mapping and koala controls apply to what is on your block, not to the species alone, so it is checked first.
